Rules & Processes: How could the FCC become more efficient?

My idea is...

      • Get rid of rules that cannot be enforced such as the GMRS license requirement.

        Stores like Wal-Mart sell bubble-pack GMRS radios by the hundreds and the public freely uses them without even knowing that a license is required to operate them. Very few people bother to buy the license and no one in the FCC seems to care. It's time to stop this foolishness and just do away with the license requirment.

        • Get rid of the BPL

          First off there has been numerous articles and studies done that show that BPL (Broadband over Power Lines) causes interferance. Since the FCC has to enforce no interferance rules and regs why is this still out there. If the power companies can't make this product safe and easy to use and doesn't cause any interferance then the FCC shouldn't even allow it. I think the BPL needs to be moved to the garbage can and not brought up anymore.....or come down with heavy fines.

              • Drop the draconian, Cold War restrictions on HF broadcast stations

                The hoary, unenforced and inefficient rules in 73.788(a) through (d) limit innovation and raise barriers to entry. Drop the excessive minimum power rules and the command-and-control restrictions on content and audience.

                • Produce a consolidated set of rules and regs in plain language accessible on the web for all service

                  Many operators, business owners and interested public find the rules and regs too complicated to be easily understood. A 'plain language' set of rules and regs, consolidated to include all of the services, would provide a great deal of information for 'non-engineering' personnel, business owners, etc. An informational website could provide this information to the public in an easy to understand format.

                  • Daily Emails of Submitted Comments

                    Allow me to sign up for an email containing the headers (docket, commenter, link to full comment) of comments in a docket. I should be able to choose if this is a daily email or a series of real time alerts, and to combine multiple dockets in one email. The FCC should set up a similar system for all Federal Register entries.

                    • let hams who work for public safety and hosptials participate in drills with out waivers

                      I got into ham radio to help ,people, but nothing is more frustrating to me than the thought of not being able to train for disaster because the hospital I work for is a for-profit entity. I dont mind not getting paid for the drill, but there is no use cause the fcc has to micro manage that. Hams have policed themselves for years and will continue to do so. all i want is to be able to be ready cause in a disaster we are all working for the public good!

                      • Shut down "cb shops"

                        Here in Texas there are cb shops all over Dallas and Fort Worth, even one in Ennis, that do nothing but "peak and tune" type accepted cb radios and manufacture linear amplifiers. These devices, in addition to being illegal per FCC rules, also produce spread spectrum interference with other services and is a annoyance to those of us who have to pay to be interfered with.

                        • CB'ers should be charged for a license like ham radio operators and other radio services.

                          If the CB operators were licensed and break the existing rules then the FCC could impose a fine on them. The FCC licensed CB operator would have their address on file for said license. A good way to enforce and gain revenue.

                            - Apple has control over how, and in what way we use our Internet! I have comcast cable currently, as my ISP, that I pay good money for.                               An Internet hosted real time wideband spectrum scope from FCC offices in various large cities similar to a weather radar map that can be clicked on and zoomed in on by Internet users.
                              This will show the average person where most RF energy is being used in that location.
                              The scope picture can have delineations on it that show the boundaries of the different allocations and if zoomed in enough possibly even pop up the licensee information out of the database when a particular frequency is highlighted.                                 At the FCBA/ETPC lunch on 1/14 it became clear that not only the public was kept in the dark about petitions gathering dust in the Secretary's Office but that even the 8th Floor advisers don't know about petition status, especially for older petitions.

                                While maybe there might be some justification for not announcing every petition that is filed, if you think that way at least reveal a histogram of the ages of petitions that have not been either put out for comment or dismissed.

                                  • Enforce 27 Mhz CB Radio regulations

                                    Many of the comments listed here regarding CB radios could be taken care of if the FCC would just enforce the existing regulations.
                                    Some that are ignored frequently -
                                    4 watt maximum power output. You do realize that anyone can walk in off the street to just about any CB shop and buy a 1000 watt 'kicker'?
                                    No tampering with CB radio internals - ignored by every CB shop in the country
                                    CB shops advertising their services every 5 minutes on channel 19? Also banned by regulations
                                    Foul-mouthed trash talking? Banned by regulations already

                                      Why is America one of the few western Countries that censors so much of it's broadcast media? I feel that if censorship was stopped or restricted then the FCC will have more resources available to peruse better opportunities.

                                      • Do NOT take any more spectrum away from broadcast TV

                                        With the digital television switch, all frequencies above channel 51 have been re-allocated for other uses. Decades ago, this same process took away frequencies above channel 69. No matter what the greedy telecoms claim, they do not NEED the remaining TV spectrum. They only WANT to destroy free over-the-air TV so that they can get into the bank accounts of the remaining Americans who do not yet pay for television.

                                          Since Congress is asking for a Frequency Spectrum audit it would be nice to see a spectrum chart online that shows all the different useage of radio frequency spectrum and it's use. For example all the Ham Radio spectrum in a chart fashion and something viewable.

                                            This expensive and embarrassing harassment of broadcasters has gone on long enough. We're talking about broadcasting for a fraction of a second something that's a normal part of a fine lady. The Commission has made the point that in this country's culture it shouldn't have happened. Nothing more needs to be done.
