  1. Allow people to redact personal information from public internet

    Comments from the Electronic Comment Filing System have personal information that may lead to identity theft. There should be a way to redact personal information from public view.

  2. Encourage electronic filing and allow search of text

    Electronic filing is now optional. Indeed, this leads to an abuse of process trick where filers can delay public availability for tactical advantage.

    There should be incentives for electronic filing of documents that are computer readable , e.g. electronically converted .pdf documents that are not password protected.
    Such documents facilitate the work of the FCC staff because your can search and copy information for comment summaries. The same applies to outside parties who benefit from computer readable documents.

  3. Disclosure of conflicts of interests

    Require filers to disclose conflicts of interest and/or employers when commenting on an issue.

  4. Identifying Documents Filed in Multiple Dockets

    ECFS 2.0 added the great improvement of being able to submit a document to multiple proceedings in one step - a boon to all filers. However, on the other side, it would be hugely useful to those of us who monitor proceedings for ECFS to identify what other dockets a particular document was filed in. This would allow the public to comprehensively review multiple dockets while reducing the amount of repeated downloading.

    It seems the ideal way to do this would be to simply having a single id for each filed document, thus having a single url (http://fjallfoss.fcc.gov/ecfs/document/view?id=XXX)…

  5. For ex parte filings, require the entry of the meeting date

    At present there is no simple way for the Commission staff or outsiders to see if an ex parte filing was timely since the date of the meeting is in the text only. For filings subject to 1.1206(b)(2) the ECFS entry form should require the filer to state the date of the oral ex parte contact and automatically flag late ones for both the staff and the public.

    If there is an explanation, let the filer state so in the filing.

  6. Facilitate downloads of multiple comments

    FCC staff has access to an internal system to download and print multiple comments at the same time. But the website systems is focused on each filing.

    Allow users to select multiple filings with checkmarks or date limits and load them all in one transaction, rather than downloading one by one.
