Encourage electronic filing and allow search of text
Electronic filing is now optional. Indeed, this leads to an abuse of process trick where filers can delay public availability for tactical advantage.
There should be incentives for electronic filing of documents that are computer readable , e.g. electronically converted .pdf documents that are not password protected.
Such documents facilitate the work of the FCC staff because your can search and copy information for comment summaries. The same applies to outside parties who benefit from computer readable documents.
Incentives might include allowing a slightly later filing date for electronically filed computer readable comments. (I note that the French version of the IRS has a later filing date for electronic returns and even gives a small tax credit for them.)
Finally, you should consider allow online searches on the content of filings. This will facilitate writing reply comments and allow faster reply periods - improving Commission speed.
