My idea is...

  1. All key technical data for a license should be in one place

    Consider the present CDBS for TV licenses for example. If you search for the license, you get some technical data, but for antenna data you have to look for the Form 301 and remember if the station is noncommercial you want Form 340 instead. Even then you don't necessarily get antenna elevation data. More data might be hidden in an attachment, but there is no hint where.

  2. Ability to save/print multiple reference copies of call signs from the results of a License Search.

    Currently, you have to open each call sign from a search and print them individually, which can be very time consuming when you have several licenses to print, and using the Query Download provides too much information and also requires you to download and then decipher the data from a delimited format versus the user-friendly PDF format of the Reference Copy.   4. Master callsigns, online authorizations, single entry-point applications, quick turnaround licensing

    Master callsigns for all but broadcast and amateur services; online authorizations (no more paper, no more posting - if licensees want a printed copy, they make it); a single entry point for all FCC applications; compare a submitted application against the constellation of applications and authorizations on file for interference, qualifications, etc., so that applications are granted within 24 hours after entry (assuming no problems or the 30-day statutory petition to deny window for common carriers and broadcast applications); and, when necessary, fee payment in the same application window.   5. Ability to re-aggregate geographic market licenses.

    The CLS should have the ability to re-aggregate geographic market licenses. The ULS does not currently have this capability. A licensee can disaggregate spectrum from a geographic market license and also partition the market license geographically by county or otherwise, but a licensee who acquires disaggregated or partitioned licenses does not have the capability to bring the license back together again. This can cause complexity/duplicity in the licensing system which also adds a lot more data on the backend.

  6. Additional user functionality of CORES

    In the CORES system, a licensee should be able to cancel their own FRNs (FCC Registration Number) for dissolved entities and delete unnecessary duplicate FRNs from the system, so there is only one FRN per entity, but retain a historical record. Equivalent to how license cancellations are currently treated in the ULS… Additionally, add an option for the licensee to elect to “opt in” to receiving an electronic copy of their granted licenses associated with the specific FRN, as opposed to receiving printed licenses through the U.S. mail.
