A master callsign, paperless, authorization system...
CLS needs to issue one callsign for all licenses, authorizations, STA's, and permits except for amateur and broadcast; make the authorizations available online (including for print by the licensee), but go with a completely paperless system; consider public access to the CLS license database as meeting the requirement that licenses be posted, and therefore,eliminate the manual license posting requirement where it still exists. AM, FM, TV, Class A, LPTV, and Translator broadcast stations would still be issued separate callsigns, but as with the wireless services, eliminate the paper license/permit posting requirement in favor of online accessibility. Allow broadcasters to use a single callsign for stations in different broadcast services (using myself as an example, KZJW-LD is currently my LPTV station's callsign, but if approved, this proposal would allow me to also use KZJW-FM for an FM station if I owned one, KZJW-AM for an AM station if I owned one, etc.). Amateur callsigns would continue as they do now with the exception of licenses no longer needing to be posted.

Make the ability to combine an agencies call-signs with out the need to spend additional money, by anyone, including paying a frequency coordinator. Also, allow a license for Land/Mobile to have more than 6 base stations, again to help consolidate the number of licenses.
