CLOSED: Rules & Processes: How could the FCC become more efficient?

The reboot.fcc.gov project has ended. All related public feedback forums have been closed.*

  1. Continue to press for neutrality, and fairness for all. Don't let the special interests dominate.

We, in the US, live in the world, not just a country. If you continue to be swayed by private interests, you destroy the public interest. As a government agency working for the interest of the people, not the corporations, think of us first. Don't let us be control by the unique interests who wish to profit off of us, denying us what other countries have for free, because their special interest wishes to close our access doors, insisting that their profit comes first, then we can have access. You need to balance our interests against the special interests.

  2. Racketeering in the Digital Age

When wil Friendly Cousin Charlie stop treating the criminal class like citizens?
In my dealings with VZ they frauduilently add options to web, cable and phone contracts,
raise the rent, then cut you off if you complain.

It's living in an episode of the Sopranos, but for real. This agency has to get a pair soon.
We the citizens need to take it to Congress if
the FCC refuses to act on it's Charter.

  3. FCC Lighten up

Filtering shows we watch every day so there is no swearing or any bad content in it. If you look at japan's shows in there original language with English sub titles compared to American dubbed versions they tell almost completely different stories. Parents should control if they allow their kid to watch shows with swearing violence and nudity. I do believe you should just make it so there can't be a certain amount of all that.

  4. Stop Regulating Content

The FCC is not allowed to regulate content of programming. So stop it! It's a waste of time, and it's frightening in it's implications!

  6. allow low power FM radio stations

LPFM is the future of radio, and it is unconstitutional to restrict them (refer to the right of speech)

  8. Learn from past negotiated rulemaking problems and try again

Negotiated rulemaking work at other agencies, but have never worked at FCC. A study will show that they are most successful at non-commission regulatory agencies where an agency head can act decisively and quickly if the NegReg breaks down.

The problem at FCC has been that outside parties have no incentive to compromise if they think they can get a better deal from ex parte lobbying with the 8th Fl. I suggest that FCC try a NegReg with a Section 5(c) delegation of authority to one commissioner to issue an R&O if the NegReg breaks down. Then there will be…

  9. Do more to engage citizens about their experience with the FCC e.g., survey web site visitors

Soliciting user feedback will enable to FCC to provide the kind of information that visitors are seeking. Don't assume you know, ask your web site visitors.

  11. Reallocate 3500 - 3600 kHz for CW Only.

CW mode and RTTY modes cannot co-exist in same band segment. Reallocate 3500 - 3600 kHz for CW only and 3600 - 3700 kHz for RTTY and other digital modes.

  12. Reallocate 7000 - 7100 kHz for CW Only

  13. add a simple API to access the FCC database so custom applications can be written easily

This would allow people to create more useful websites and services that alert engineers when actions are taking place in specific areas or with their filings. Reducing the need for the daily digest and requirements to download a new FCC database every day to keep current. Saves bandwidth on both ends and updates are faster.

  14. Require a reasonable time to respond to citizen petitions

Some years ago I sent an individual petition for a rule change to Part 17. It eventually was accepted, but took 5 years and the intervention of my Congressional representative before it had a hearing, and then 5 years after that before the Commission voted upon it. It was several months later before I accidentally discovered that it had passed. Even allowing for complex issues (which this was not), there should be a reasonable time frame for addressing matters of importance to individual citizens.

  15. Provide user-friendly public information regarding cell phone antennas

The information online regarding cell phone antennas is confusing and circular. Streamline so that the public can find information about cell phone antennas, RF, and federal regulations - all in one place that is easy to understand.

  16. Provide online cell phone antenna mapping

Provide information so that citizens can enter their address and see what cell phone antennas are within X amount of miles, similar to the DTV antenna mapper.

  17. Properties of digital must be more conducive for better broad cast transmission. I'm left out.

Perhaps there are properties that can be enhanced for the digital environment. It needs better conductive materials. I have a tv that is no longer a tv on broadcast tv.

I lost half of my channels because my digital box is not efficient enough to do an improved job. I get a lot of NO TRANSMISSION. Should I be happy with digital? I think not.

If it has properties with metals perhaps new metals should be discovered. I've lost out big time. I would think our scientific community could get a handle on it.

What has saved the digital changeover…
