Make the public aware of the FCC and its rights to participate...
Your average citizen isn't aware of or understand the purpose for the FCC. Certain issues should be aired on the internet (through various social media) and broadcast over the air or by cable and telephone. If you want public involvement, you have to do the things which make the public get involved. Are you sure you want more attention?

Sounds like you are on the right track. I'd like to see the FCC start targeting "interested communities" within the general public in order to make sure affected parties - including members of the general public who may be directly or indirectly affected are notified of matters before the FCC and their right to participate.
Both "active" and "passive" methods of disseminating these notices need to be employed. That first requires a well-planned system and architecture for understanding just who the stakeholders are, and then a great deal of diligence in targeting media outlets that will reach the affected communities.
Finally, ueywords and tags in online data also improve this process - when they are used consistently, reliably, specifically, and widely, they enable anyone - including media outlets - to monitor for topics of interest, regardless of whether they were identified as stakeholders or not.
