If a public and or private broadcasting agency
willfully lies and or misleads the public and causes harm to the public and or public offical then that agency must be held accountable by Fines and posible revoke their licence.

In many ways there are, if injured parties file civil suits. I agree with your frustration. It is almost impossible to construct enforceable laws that will hold up in court which will allow criminal prosecution. It has proven very complex. Some countries do have such laws, but they have been used selectively to suppress viewpoints of selective groups and special interests. America has tried, at least, to avoid this and relies on existing laws regarding fraud, slander, libel, etc... and has by necessity placed some of this burden on the civil courts. This means, if a party believes they have been injured by said action of the defendant, they may try to prove that in a civil court to seek relief and restitution. And, the catch 22 is that this process is far too expensive for any of us individuals to actually pursue!
