You need a utility to monitor the DSL or other data rate actually being delivered vs the "plan" rate being billed to the customer (an app)
You need an "ap" to allow internet customers to confirm they get the data speed or volume of data which the "plan" or contract specifies....any variance should be quantified and investigated by the FCC (if material)
