By implementing the recognized standard of OAI?
I would think that by implementing recognized and useful standards with prior software support, that the FCC would best be able to open their doors to search without having to work without showing any form of favoritism. As is, you only give one legal person search engine access to citizen use of your services. I think it would be best if you instead aimed for privatizing access to the website alltogether (not using any commercial tracking software -- google / foreseeresults), and not directly favoring a select few companies... The alternative is opening up trending or full access to everyones searches. OAI will make finding things on the site much, much easier; and let us write our own search software. One less burden for the FCC. OAI -- Open Archive Initiative
