Not sure if US membership in ITU allows this bypassing of their sale mechanism. But let me point out, that in the past this wasn't a problem because Senate would ratify the Final Acts. In the process of ratification, the text would become publicly available as a committee print. But it has been more than a decade since the last conference results were ratified because of the difficulty in getting the Senate to focus on such matters. This nonratification then contributes to the problem since State has told FCC to obey conference results that are not freely available.
