Except broadcast and amateur callsigns, have a master callsign system for applications processed by the Wireless Telecommunications Bureau under which new authorizations can be added; employ existing data to expedite new application data entry; use the engineering data from the constellation of existing applications and authorizations to make an automated comparison of new applications against-if no interference is likely, the application is quickly turned around (within 24 hours unless statute requires otherwise); and allow fee payment on the same window as the application submission window (no more FCC Form 159).
